Varying Newton’s constant, dark matter, and gravity at short distances

We show that a slowly varying Newton’s constant, consistent with all observations, may partly or wholly mitigate the need for dark matter. It can also explain why MOND seems to work at galactic scales and predicts a new form of `asymptotic freedom’ in quantum gravity. We discuss the possible origin and implications of this variation.
